1976年2月，平顺省和[[宁顺省]]合并为[[顺海省]]。平顺省区域包括[[潘切市社]]、[[北平县]]、[[德灵县]]、[[咸新县]]和[[咸顺县]]1市社4县。

1977年12月15日，[[顺海省]]以[[富贵岛]]增设[[富贵县]]；[[咸顺县]]1社划归[[潘切市社]]管辖。
