拉丁美洲议会，指的是在秘鲁国会倡议下，1964年12月7日至11日，阿根廷、巴西、哥伦比亚、哥斯黎加、智利、萨尔瓦多、危地马拉、尼加拉瓜、巴拿马、巴拉圭、秘鲁、墨西哥和委内瑞拉(2名观察员)13国的119名议员在秘鲁利马开会，决定成立拉丁美洲议会(Latin American Parliament)。

1965年7月18日，拉丁美洲议会在利马正式成立。拉丁美洲议会总部原设在利马，1993年7月迁往巴西圣保罗。其宗旨是促进拉美和加勒比国家的团结和地区一体化。
