清华大学公共管理学院教授, 公共政策研究所所长,国务院学位委员会学科评审委员。

1994年获美国纽约州立大学环境科学与森林学院(SUNY-ESF)及Syracuse大学哲学博士,专业:环境科学。

1995年3月,于加州大学圣地亚哥分校完成博士后研究。其后,在康奈尔大学理论中心任研究员。

1996-2003年,执教于美国伯克利加州大学环境科学、政策与管理系,建立生态系统管理实验室。

2001年入选教育部与李嘉诚基金会""特聘教授,2004年入选清华大学"百人计划"特聘教授。研究领域:资源环境政策与管理;全球气候变化,生物多样性,可持续发展理论 ,方法与政策。
