周咏梅，女，北京大学国家发展研究院教授。于1999年获得美国加州大学伯克利分校经济博士学位，专攻新制度经济学和发展经济学。毕业后就职世界银行，坚持研究与实践制度建设问题，积累了第一手国际发展经验。
