為大英國協之一員，尊英國女王為國家元首，總督代表行使權力，後於1992年3月12日改為共和制，實行議會民主制度，總統為虛位元首，總統及副總統由國民議會間接選舉產生，任期5年（連選得連任一次），總理掌握行政實權。

毛独立以来，历届政府均坚持维护民族团结与和睦，实行文化多元化政策，保持了政局的长期稳定。毛独立后一直实行多党制，社会主义战斗党（社战党）、工党、战斗党等主要政党轮流执政或联合执政。
