在地下铁路的最高峰时期，所有蓄奴州每年有将近1,000个奴隶能够逃走（法院所记录的逃亡奴隶案件超过5,000起），比起奴役人口的自然增长率要少许多。虽然逃亡对经济的影响相当有限，但是对奴隶主的心理衝击是巨大的。根据最初的《1793年逃亡奴隶通缉法》的规定，各州都有义务追逃逃亡的奴隶。自由州的公民和政府大多对此视而不见，地下铁路得以盛行。
