渥太華大学的前身是由[[無玷聖母獻主會]]1848年創辦的拜鎮學院（College of Bytown），原為一所[[通識教育]]學院，1800年代開始以[[法文]]與[[英文]]教授純[[科學]]及[[應用科學]]。1861年稱渥太華學院（College of Ottawa），5年後獲得正式的大學資格。1889年2月5日由教皇[[利奧十三世]]授予憲章，成為[[宗座大學]] 。<ref name=pontch>{{cite web|url=http://ustpaul.ca/en/about-spu-history_493_360.htm|title=Saint Paul University History|publisher=Saint Paul University|year=2012|accessdate=25 May 2012}}</ref> 1965 。1965 年7月1日該大學重組，不再從屬於宗教組織。於是原先的宗座大學地位也就被分離出來的[[聖保羅大學 (加拿大)|聖保羅大學]]繼承。
