<p ul style="textline-indentheight: 30px36px; linemargin-left:20px; list-style-position:outside"><li><b style="margin-heightright:30px5px;"></b>在第七屆縣議會議長選舉中，蔣聖愛受到「黃派」支持，對上「吳派」支持的溫騰勝，最終由蔣聖愛獲得提名</pli><p li><b style="textmargin-indentright: 30px5px; linemargin-heightleft:30px5px;">1977年</b>[[第八屆縣長選舉]]中，蔣聖愛獲國民黨提名，在無競爭對手情形下，以100%的得票率當選縣長。縣長任內，蔣聖愛被批評在處理人 事及地方事務上皆以派系為優先，引起其他派系攻擊，也導致地方上對派系的不滿。</pli><p li><b style="textmargin-indentright: 30px5px; linemargin-heightleft:30px5px;">1981年</b>[[第九屆縣長選舉]]中，蔣聖愛遇到在政壇上默默無聞的[[計程車]]司機[[屠耀生]]挑戰，雖然最終蔣聖愛連任成功，然而在屠耀生 角逐後，竟得到多數「賭爛票」，在選民人數最多的臺東市，得票數竟然領先蔣聖愛。</pli><p li><b style="textmargin-indentright: 30px5px; linemargin-heightleft:30px5px;">1980年 </b> 代，前臺東縣長蔣聖愛涉嫌[[蘭嶼]]環島公路工程弊案，[[臺東地方法院]]初審判決有罪，處八年徒刑。本案創下了臺灣地方政治史 上，民選縣長因任內貪瀆而被判刑的新紀錄，頗受到各方注目。</pli></ul>
