第44屆七大工業國組織會議（英語：44th G7 Summit）於2018年6月8日到6月9日在加拿大魁北克省拉馬巴克舉行[1]，是加拿大自1981年來第六次舉辦會議[2]。

2014年3月，七國集團宣布目前和俄羅斯在八國集團的框架內舉行有意義的會談是不可能的[3]，便從那時起以七國集團程序繼續會議。而在本屆會議首日，美國公布了讓俄羅斯回歸的想法，不久後得到意大利的支持[4][5]。

會議備受矚目的焦點是各會員國和美國關係的惡化[6]。因此，法國及部分成員國的媒體稱本屆峰會是「6+1集團峰會」，意味着美國因最近發生的事件遭到孤立[7][8][9]。

背景

會議主辦地是風景優美、保密條件高的加拿大魁北克省拉馬巴克（：La Malbaie）美娜麗莎飯店（：Fairmont Le Manoir Richelieu）舉行[10]，是自1981年以來魁北克省首次舉辦八國集團峰會。拉馬巴克昔日是美國總統的度假小鎮。準備工作需要耗費4.65億美元，工作包括高速網絡服務、新的通訊塔站和安全柵欄[11]。不列顛哥倫比亞基隆拿也被考慮為主辦地[11]。

2017年5月，加拿大總理賈斯汀·特魯多表示他希望「展示加拿大在國內和國際上先進的地方，擴大中產階段、推進性別平等、對抗氣候變化並推動對多樣性和包容性的尊重」[1]。7月，自2012年來擔任加拿大七國集團會議嚮導[12]的彼得·貝姆（：Peter Boehm）或任命為峰會副部長兼總理個人代表[13]。12月，特魯多公布峰會標誌及五大關鍵主題[14]。

2018年6月8日，美國總統唐納德·特朗普提出要恢復八國集團[4]，意大利總理朱塞佩·孔特表示支持[5]。

議程

「對每個人都起到作用的經濟增長」，又稱「公平增長」，法語「Croissance Équitable」[15]，紮根於教宗通諭《新事》，對法國的經濟增長和魁北克的制定者，包括皮埃爾·特魯多和蒙特利爾大學的校友產生了深遠的影響[16]。該理論指出，政府和機構投資者（：Institutional investor）在做出投資決策時，必須始終考慮到員工的最佳利益，包括體面的工資和養老金福利。參與其中的由員工提名的退休金委員會成員有望為公平投資理念的發展作出貢獻，從而推動這種經濟方式[17]。
