馬士（英語：Hosea Ballou Morse，1855年7月18日 - 1934年2月13日），加拿大新斯科舍人，美國藉，父親 Albert David Morse(1832-1900) 是製革商人，母親 Mercy Dexter Park 是教會事工。 從哈佛學院畢業後，自1874至1908年曾在大清皇家海關總稅務司服務的美國人。曾是在李鴻章幕府內任職的一位西洋顧問。

馬士自幼勤奮好學、天資聰穎，雖然他的家庭環境並不優裕，但亦能先後考進美國當時的著名學府波士頓拉丁學校 (Boston Latin School) 與哈佛學院 (Harvard College)。在哈佛學院肄業期間，更以名列前茅的成績獲得既為哈佛學友、亦屬中國海關稅務司 Edward Bangs Drew(1843-1924)的賞識，遂於1874 年經其引薦而與 William Franklin Spinney、 Henry Ferdinand Merrill及 Charles Cecil Clarke四人一同加入中國海關。

• 1877年出任天津海關幫辦，翌年調住北京總稅務司處任職，併兼任京師同文館英文教習；
• 1881年在倫敦與妻子結婚。派駐倫敦時，加入皇家亞洲學會。不過，由於妻子討厭在中國的生活，馬士任職期間甚少與中國籍同事交往。1880年代，馬士的中國硬幣珍藏被大英博物館所購得。
• 1887 年任上海副稅務司，此後分別於北海、淡水、龍州、漢口、廣州等海關任職；
• 1895年乙未戰爭爆發時，他在淡水區任職，成為此戰重要的見證者。
• 1898 年升遷為稅務司(Commissioner) ；
• 1903 年至 1907 年任海關總稅務司的統計秘書；
• 1909 年退休後定居英國，專注有關外交、經貿等方面的史學研究。由於妻子厭惡中國，夫妻倆在馬士退休後便定居於英國新英格蘭薩里郡。退休後經常到訪美國，並與昔日的哈佛同窗保持聯繫。
• 1909年，他拒絕美國政府邀請他成為美國駐中國大使。
• 1914年第一次世界大戰時，成為英國公民（馬士的出生地為新斯科舍省）。
• 1934年2月，死於肺炎。
